The overall objective of BRIGHT project is to empower public authorities from participating countries: Bulgaria, Moldova, Georgia and Turkey with the necessary skills and capacities to better planning, implementing and monitoring sustainable energy and climate policies through optimization of geographical and technical synergies and complementarity.
Strengthening the institutional capacities will lead to improvements in administrative effectiveness in addressing various problems of social and economic development, foster human resource uptake for public management, finance operation, share experience thus building a mutual trust and encouraging people to people actions for achieving resilient BS region.
The work plan focuses on capacity building and development of policies and plans, working extensively with public authorities, fostering the involvement of stakeholders and acting for further exploitation and replication of the actions. A unified approach is proposed to establish a solid background enabling the easy access to legislative pre-conditions which will support the authorities in the capacity building of municipal officers and further uptake of measures in cooperation with their communities. Technical expertise is offered by the partner teams to facilitate the local planning of energy and climate documents, realization of actions and their multiplication.
24 rural municipalities will be targeted by the four partner organizations (six per each), eight of them will experience the practical planning and execution process.

The project aims at becoming a good practice for international collaboration on important theme for the future of the Black Sea Region, which could be followed by other territories of it. The adopted approaches, methods, tools and capacities in establishment of the expert teams for enhancing policy
development and implementation of actions in the partner countries will be easy to replicate and used by other target groups and communities.
The new solution of the project – the establishment of a mechanism to effectively implement local policy by the local authorities in the four participating countries – Bulgaria, Moldova, Georgia and Turkey is transferable and durable. Because, it solves rural BSB communities’ and people’s socioeconomic issues related to achieving a balance working towards energy efficiency and climate adaptation.
The adopted approach, methods, tools and capacities for creation of expert teams who will facilitate the 24 public administrations to raise their capacities and development of action plans with viable interventions by 8 of them will make communities sustainable in a long run and resilient to negative developments.
